MUDr. Zdeněk Novotný is a paediatrician and an esteemed expert in the area of care for disabled children. He had also been a long-term director of the Ostrava Domeček Center for disabled children. He is a promoter of the so-called Basal Stimulation concept.

He visited Iran in late September 2023. His visit took place within an Agenda2030 project implemented with the financial assistance of the Czech Embassy in Tehran. In Iran, Doctor Novotný travelled to sanatoriums in Fasham and Tehran – both operated by Bachehaye Aseman Kamran, a long-term Iranian partner organization of the Embassy. The sanatoriums provide 24/7 care for disabled inmates, rehabilitation, medical and psychological care, respite care, assistance and counselling to parents of disabled children, and respective training.

Doctor Novotný finished his visit with a presentation covering the concept of a disabled child in the international law (UN mechanisms), brief history of the care for disabled children in the Czech Republic, comparison of the respective statistical data from Czech Republic and Iran, and an explanation of the main rehabilitation methods (with a special focus on the concept of Basal Stimulation) widely used in Czech sanatoriums. He also offered recommendations for further improvement of care in the Bachehaye Aseman Kamran institutes.
